Hon’ble Sri Justice M.N. Rao was born on 22.4.1936 at Nellore. Passed B.A., M.L. Educated B.A. at the V.R. College, Nellore and obtained Law Degree from Andhra University Waltair, obtained Master of Laws in Constitutional and International Law from the Madras University in 1961. Enrolled as an advocate and practised for more than 12 years at the High Court of Andhra Pradesh. Appointed as District and Sessions Judge in 1973 by direct recruitment. Worked as Secretary to the State Government, department of Law and Legislative Affairs from 1979 to 1983. Worked for six months at the Institute of advanced Legal Studies, London, on deputation under the Colombo plan. Appointed as permanent Judge of High Court of Andhra Pradesh on 11.7.1986. Acted as Acting Chief Justice from 22.10.1997 to 2.11.1997 there after appointed as Chief Justice of High Court of Himachal Pradesh on 6.11.1997.

Justice Makani Narayana "M. N." Rao (born 22 April 1936) is a retired Indian judge, a former Chief Justice of Himachal Pradesh, and former chairman of the National Commission on Backward Classes.

Rao enrolled as an advocate of the Andhra Pradesh High Court on 9 October 1961. He practiced before the court for more than 12 years, specializing in constitutional law. In 1979, Rao was appointed a legal secretary of the government of Andhra Pradesh, and was appointed a selection grade district judge on 25 July 1983.

Rao became Chairman of the Sales Tax Appellate Tribunal on 1 July 1985. He was later appointed a permanent judge of the Andhra Pradesh High Court on 11 July 1986. Rao was appointed Chief Justice of the Himachal Pradesh High Court on 6 November 1997. He retired on 22 April 1998;Currently living in Hyderabad, India.
